My Thoughts:
When I saw a book about K-9s I knew I had to pick it up right away. The two main characters, Madison and Rick, both care deeply about dogs. Rick is a K-9 handler with San Diego Police and Madison is the vet who cares for the SDPD dogs. I loved reading about their work. The addition of the dogs added an adorable touch to the book, even if they became more like background noise towards the end of the book. The knowledge Kate James writes into her novel was fun and insightful as well.

The tension and moral dilemma between the couple was very relevant. The issue and author challenges the reader's own thinking on illegal immigrants. Even better, it takes a hard look at what police officers have to go through all the time, making snap decisions in heated moments. I really appreciated this aspect and hope many readers take the thought seriously. 

Overall, I was expecting more intense drama. The plot really builds us up to an intense moment between Rick, the SDPD and the drug cartel they are trying to bring down, but the end is pretty anticlimactic in that sense. If it is danger you are looking for, it won't be found here. Instead the tension between the couple is more political-ish and a difficulty of seeing eye to eye on a very gray matter. I enjoyed this, but missed the expected cartel danger. Mashe the two together for a longer book, and it would have been very intriguing!

Still, 'When Love Matters Most' is a heartwarming novel. They've got that part down pat! The content is clean and still romantic. Madison is a strong female character and Rick is a man with jaded past and a big heart. Together they tackle obstacles and come to realize that perhaps what is matters most, is love. :) 3.5 stars.
